North Carolina A&T Millennial Campus

HBCU  institution North Carolina A&T, one of the state's two land grant institutions, has programs throughthe doctoral level. Its programs include engineering, arts and sciences, agricultural and environmental sciences, business and economics, education, nursing, technology, and graduates studies.  “ The expected roles of a land-grant institution, is teaching agriculture and engineering, and providing cooperative extension services”.  NC A&T's 2001 amend University Master Plan called for developing 75 acres  of land along East Lee Street targeted to develop new opportunities for both research and education in both the private and academic arenas between the University's technology and agricultural research and its students, which didn't include across-town historical white UNC Greensboro and its members of the Greensboro business community.
Negotiation began in 2002 and September 2004 NC A&T State University celebrated the sighing of Memorandum of Understanding  with the U.S. Department of Agriculture (USDA) with the opening of the National Resources Conservation Services Eastern Regional Technology Center whose service area consisted of 24 states and the Caribbean area. The Greensboro Center was also home to the remote sensing lab.  The Memorandum of Understanding says A&T has a working farm with modern facilities and farm equipment. NRCS will benefit from the use of this farm by  being able to provide hands-on training to NRCS employees. NRCS can sponsor field studies that can serve as demonstrations to both NRCS trainees and also local
and regional farmers. A&T constituents will also benefit from this type of applied investigation. Finally, A&T faculty and students can also benefit academically by conducting scholarly research and publishing this information.
In 2003-04, with the backbone of North Carolina's industrial economy Tobacco, Textiles, and Furniture outsourced, in decline/recession or outsourced with appropriations for UNC-System taking an ever increasing multi-billion dollar bite out of state's coffers, North Carolina's Legislature thru House Bill 1264 (HB 1264) direct UNC-BOG and COMMUNITY COLLEGE SYSTEM  to contract a private consulting firm that had experience in  higher education to conduct a comprehensive study (Staying a step  ahead) of the mission and educational program needs to ensure that the State's citizens are academically prepared and equipped for current job opportunities and jobs of the future in North Carolina's growing knowledge economy.

Greensboro – North Carolina A&T State University has been awarded a grant for an Engineering Research Center (ERC) from the National Science Foundation (NSF).  Engineering Research Center grants represent major investments by NSF in partnership with industry to transform engineering research and education.  The centers aim to produce innovative technologies and engineering graduates to significantly enhance the competitiveness of the U.S. economy.  Award funding has been approved at $18 million for the initial five years, with a potential duration of 10 years.
 
"With the millions of federal dollars flowing to this center (NSF ERC), what [ we] can do to increase the economic opportunities in Guilford County, the Triad and in the state of  North Carolina is truly phenomenal," said Erskine Bowles , president of the UNC system. [A&T lands prized NSF center][31].
 
The NSF ERC for Revolutionizing Metallic Biomaterials at A&T will conduct research in the areas of biomedical engineering and nano-bio applications and is in partnership with the Universities of Cincinnati and Pittsburgh. It also has a global technical partner in Germany’s Hannover School of Medicine and a global cultural and outreach partner in the Indian Institute of Technology, Madras, India. Hangman Noose Found At JSNN

In the generations of my youth we were black and proud.   We were blacks - symbolic that we were unwilling to accept the negative characterization of all people of color projected by the vocal minority with in the white majority.   We stood shoulder to shoulder at the front in harms way with others  to oppose those  who benefited from the dehumanizing conditions of our existence.  The opposition organize unnecessary police presence - show of force-  allegedly  to conduct  the public business, but only in order to protect the status quo.  
 
Staying a Step Ahead (HB 1264(7)(2003-04)) the Legislature mandated the Board of Governors emphasized existing and new programs at Liberal Arts  Universities specifically aimed at meeting business, industry, workforce, and career needs of North Carolina in the State's changing and growing knowledge-based economy, taking into account, as appropriate, State and regional economic strategies.

Nanoscience is the "investigation, fabrication and characterization of matter. Nanoscience is by its very nature interdisciplinary. Almost all of the occupations which will be affected by nanotechnology will require a BS in engineering with a broad, interdisciplinary and multi-disciplinary approach. Re: Incident at JSNN
Earlier today, a staff member at the Joint School of Nanoscience and Nanoengineering (JSNN) discovered a noose hanging in the school’s facilities. N.C. A&T, UNCG, and Greensboro police departments quickly identified the individual responsible, an outside contractor who told authorities he meant the noose as a joke. That contractor has been terminated and will not be allowed to work for either university or Gateway University Research Park in the future.  I am deeply disturbed by this incident; such actions have no place at our university or in our society and certainly will not be tolerated. I am grateful to our police departments and our colleagues at JSNN for bringing the matter to a close, emphasis added.

Managing Steep Enrollment Declines November 16, 2022
Higher education is facing significant turbulence nationally and in North Carolina. The UNC System is working to manage enrollment declines through strategic realignment. However, three institutions, University of North Carolina Asheville, The University of North Carolina at Greensboro, and The University of North Carolina at Pembroke have experienced multi-year losses that exceed 4.5 percent of their General Fund appropriation. It is recommended that the Board of Governors of the University of North Carolina System limit the maximum reduction in appropriation associated with enrollment declines over the past two years to 4.5 percent of the current year certified budget.
Haygood presented a preliminary analysis of three institutions, University of North Carolina Asheville, The University of North Carolina at Greensboro, and the University of North Carolina at Pembroke, which experienced a multi-year loss in enrollment, exceeding 4.5 percent of their General Fund appropriations. Funding reductions of this magnitude were historically rare and cannot be readily absorbed by their budgets.  This follows a national trend of declining enrollment and signifies the UNC System’s addressal and management to tackle this challenge across its institutions. In doing so, the Board of Governors recommended a cap on the maximum reduction in appropriation associated with enrollment declines over the past two years to 4.5 percent of the current year certified budget.  Speaking in support of this action, UNC Greensboro Chancellor Frank Gilliam, Jr. spoke on behalf of his institution to highlight the benefits that action would have and laid out steps the institution has already taken to avoid a continuation of this action. Chancellor Darrell Allison of Fayetteville State University also spoke to the committee on this action. Background:  The UNC Policy Manual has not been updated to include the Board’s authority for the Centennial Campus, the Horace Williams Campus, or other millennial campuses. Section 600.1.6 of the UNC Policy Manual will be added to clarify the Board’s authority over millennial campus designation, as well as approvals related to issuing debt, acquisition and disposition of real property, capital projects, public-private partnership projects (P3 projects), and other related matters at the Centennial Campus, the Horace Williams Campus, and designated millennial campuses.
 
Assessment: The proposed Section 600.1.6 of the UNC Policy Manual, Policy on Millennial Campuses, is needed to define and clarify the Board’s authority for the Centennial Campus, the Horace Williams Campus, and other designated millennial campuses and to define the Board’s authority to approve millennial campus designations and related capital and real property transactions and capital projects.

Policy on Millennial Campuses I. Authority. Pursuant to its authority under the Centennial Campus, the Horace Williams Campus, and the Millennial Campus Financing Act (the “Act”)1 the Board of Governors (“Board”) adopts the following policy regarding the designation and use of the Centennial Campus located at North Carolina State University, the Horace Williams Campus located at the University of North Carolina at Chapel Hill, and any Millennial Campus as defined by G.S. 116-198.33(4b)2 (collectively herein, a “Millennial Campus”).
 
II.     Approval of Millennial Campus Designation. G.S. 116-198.34(8a), (8b) provides the Board authority to designate the real property and appurtenant facilities to be included as part of a Millennial Campus. Millennial Campus Designation requests may be approved by the Board of Governors where a constituent institution has:
 
A.  Demonstrated, in a manner to be prescribed by the president or the president’s designee, it has the administrative and fiscal capability to create and maintain such identified property or appurtenant facilities;
 
B.  Demonstrated, in a manner to be prescribed by the president or his designee, the identified property or appurtenant facilities’ designation will enhance the institution’s research, teaching, and service missions as well as enhance the economic development of the region served by the institution; and C. Submitted to the president or his designee, all request application information (such information may include, but not be limited to, maps, strategic planning documents, etc.) in a manner prescribed by the president.
 
In the 2000 legislative session, the General Assembly provided the Board of Governors with the authority to designated real property as a "Millennial Campus" when the constituent institution had the fiscal capability that was required to manage such a campus and the designation would enhance the constitution institution's mission and provide for regional economic development.

An Interdisciplinary Degree program involves two or more academic units, either on the same or different campuses  in a formal agreement to offer a program of study drawing on two or more disciplines that will result in a student being awarded an interdisciplinary degree. NC A&T/UNCG submitted Joint Request for authorization to Establish” Ph.D. in Nanoscience” dated Oct. 10, 2008 to UNC General Administration and Joint Request for authorization to establish “Master of Science (in Nanoscience)” dated Nov. 21, 2008  to UNC General Administration.
 
Reported in the Media:  "UNCG and N.C. A&T are partners in the project. UNCG is offering graduate degrees in Nanoscience. A&T will eventually offer degrees in Nanoengineering."[11]
 
Notwithstanding May 2007 UNC Board of Governors established alleged Joint School of Nanoscience and Nanoengineering, at bogus NC A&T / UNCG Joint Millennial Campus, UNCG affiliate, Gateway University Research Park, Inc. to offer (a) joint interdisciplinary Ph.D. degree and (a) joint professional science master's degree. 
 
 
The University of North Carolina Board of Governors authorized PWI UNC Greensboro Nanoscience MS on November 13, 2009 and  PhD program in Nanoscience on January 8, 2010 requiring UNCG students take relevant courses  at the School of Engineering at North Carolina A&T University and be able to work on collaborative projects with faculty in the School of Engineering”.
 

Excluding (The) North Carolina Agricultural and Technical State university from offering  MS and PhD Nanoscience degrees, forcing the HBCU out of the JSNN Mission to offer (a) joint interdisciplinary Ph.D. degree and (a) joint professional science master's degree. And depriving NC A&T benefit Nanoscience funding.
 
The North Carolina A&T State University and the UNC Greensboro Joint  School of Nanoscience and Nanoengineering.  Dr.  Priscilla P.  Taylor (Cemala Foundation) reported  the Greensboro and greater Triad community are solidly behind this proposal and see it as an important step that will have significant impact on economic development in the region. The master's and doctoral degree programs will follow the ordinary approval process and will be separately considered by the committee.
 
UNC Policy Manual 400.1.1.1[G] indicate the chancellors of the constituent institutions shall communicate to General Administration of the University their intentions or request with respect to instructional programs development for the following: (3) Request for authorization to establish a new degree program
 
Chancellor signature certifies proposal [UNC Policy Manual 400.1.5(G)] to establish new degree program was reviewed and approved by the appropriate campus committees and authorities.
 

Responding to a Public records request to Dr. David H. Perrin UNCG Provost & Executive Vice Chancellor,1/7/11, for a copy of an UNCG chancellor signed request to establish stand alone Masters and PhD Nanoscience degrees at UNCG,  Counsel Steve Serck responded  "In response to your request of 1/7/11, no such documents as you described exists." 
Unambiguous lack of UNCG Chancellor Dr. Linda Brady signed Proposals requesting  to establish Nanoscience Professional Master of Science in Nanoscience and Ph.D. Nanoscience clearly demonstrated UNCG had not expressed intentions to establish the degrees, they had not been approved by the faculty and administration, and were not pursuant UNC Policies 400.1.1,1[G]and 400.1.1.5[G].

NC A&T was 4th in Nanotechnology Research at North Carolina Universities
with $11 Million Dollars between 2000-2005 and UNC Greensboro was 11th out of 12 with $44,999. In 2003 A&T, NATO Sponsor Material Symposium in Ukraine.
 
NCA&T State University has been funded at an average rate of $3-5 million per year in the area of nanoscience and nanotechnology. Most of the research in nanoengineering is done in the Center for Advanced Materials and Smart Structures (CAMSS). Several Centers and projects are under CAMSS, including the NSF Center for Research Excellence in Science and Technology (CREST), the DoD Center for Nanoscience, Nanomaterials and Multifunctional Materials (CNN) for Homeland Security, the NSF Nanoscale Science and Engineering Center (NSEC), the NSF project on US/Europe Materials Collaboration: Self-Organized Nanostructured Thin Films for Catalysis, the NSF project on Nanoscale Interdisciplinary Research Teams (NIRT), the NSF Major Research Instrumentation for Nanoengineering Research, and the NSF Nanotechnology Undergraduate Education (NUE) program. CAMSS also facilitates many of the materials research activities of the NASA-National Institute for Aerospace (NIA). In addition, the Center for Composite Materials Research (CCMR) does research in nano-enhanced composite materials and the Army Center of Excellence for Battlefield Capability Enhancements (Flexible Displays) does research in material characterization and development of novel displays.  UNC Greensboro:  A Center for Research Excellence in Nanobiosciences in the process of being established.
