U.S. Secretary of Education Miguel Cardona and U.S. Secretary of Agriculture Thomas Vilsack today sent letters to 16 governors emphasizing the over $12 billion disparity in funding between land-grant Historically Black Colleges and Universities (HBCUs) and their non-HBCU land-grant peers in their states.

(HBCUs)   Alabama A&M University, University of Arkansas at Pine Bluff, Florida Agricultural and Mechanical University, Fort Valley State University, Kentucky State University, Southern University and A & M College, University of Maryland Eastern Shore, Alcorn State University, Lincoln University, Langston University, South Carolina State University, Tennessee State University, Prairie View A & M University, Virginia State University, West Virginia State University, and North Carolina A & T State University.
 
North Carolina A&T is where the students made the bricks to build the building in which to be educated.  Who delivers educational programs and technology to enrich the lives, the land and the economy of North Carolina’s limited-resource individuals, families, and communities.  (NCA&T media)  As a result of the 1890 Second Morrill Act, North Carolina Agricultural and Technical State University was established as the A&M college for the "Colored Race" in 1891.  A group of Greensboro citizens donated 14 acres of land for the new college site and $11, 000 to assist in the construction of its buildings. The college opened in Greensboro during the fall of 1893 upon completion of is first building.  Video

N.C. A&T  Broke Ground on Farm  Pavilion   Dan Nonte
GREENSBORO, N.C. (June 28, 2018) – The College of Agriculture and Environmental Sciences at N.C. A&T will hold a groundbreaking at 9 a.m. Wednesday, July 11, for a $5 million pavilion at the University Farm, 3136 McConnell Road in Greensboro. The CAES Extension and Farm Pavilion will expand the farm’s capacity for education, research and outreach.  Funded by USDA’s National Institute for Food and Agriculture, the 17,000-square-foot structure  will include an auditorium, laboratories, a demonstration kitchen, a 50-person classroom and a 400-person conference room.    “The University Farm is ready for its renaissance with the start of the pavilion,’’ says Dr. Shirley Hymon-Parker, interim dean of the CAES.  “We’ve never been dormant, but breaking ground for our new pavilion is the first phase of a four-part building boom taking place at the farm. This growth will help us fulfill our mission to achieve excellence in the food, agricultural, family and environmental sciences.”   USDA-NIFA will provide financial support for three additional projects in the next four years. The subsequent projects are an amphitheater, student and community gardens, and a community and urban food complex with a dairy, research labs, classrooms and a small business incubator.   The University Farm was created in 1904 to provide food to the fledgling university’s cafeteria. The 492-acre farm is now the largest classroom on campus, a laboratory for agricultural research and a showcase of the latest farming resources and technology. Continued development at the University Farm is in keeping with strategic goals of the university and the CAES to promote excellence in research, strengthen community engagement and outreach, and foster entrepreneurial success. Facility Update link

 
Letters expressed as “unacceptable funding inequities have forced many of our nation’s distinguished Historically Black Colleges and Universities to operate with inadequate resources and delay critical investments in everything from campus infrastructure to research and development to student support services,” said U.S. Secretary of Education Miguel Cardona. These institutions and the talented, diverse students they serve must have equitable funding in order to reach their full potential and continue driving innovation. Called socialist by Republican board member, UNC Board of Governors' member Darrell Allison Chair of UNC Committee on Historically Minority-Serving Institutions and member of UNC BOG Budget and Finance Committee,  faced  stiff head wind from other members of the Committee and larger UNC institutions chancellors, in his attempt to secure funding from the UNC Repair Budget; was Allison forced to resign board.

Letter stated, 1862 land-grant universities were founded through the First Morrill Act of 1862 which provided states with federal land that could be sold to support the colleges.  Under the Second Morrill Act of 1890, states choosing to open a second land-grant university to serve Black students were required to provide an equitable distribution of state funds between their 1862 and 1890 land-grant institutions.  Emphasis added
 
Addressed to Governor Roy Cooper, North Carolina A & T State University, the 1890 land-grant institution in your state, while producing extraordinary graduates that contribute greatly to the state’s economy and the fabric of our nation, has not been able to advance in ways that are on par with North Carolina State University at Raleigh, the original Morrill Act of 1862 land-grant institution in your state, in  large part due to unbalanced funding. Unquotable funding of the 1890 institution in your state has caused a severe financial gap, in the last 30 years alone, an additional $2,079,934,848 would have been available for the university.

Whereas under the Second Morrill Act of 1890, states choosing to open a second land-grant university to serve Black studentsThe upshot is whether U.S. Secretary of Education Miguel Cardona and U.S. Secretary of Agriculture Thomas Vilsack are complicit or aiding and abetting violations of the U.S. Constitution's Fourteenth Amendment and Title VI of the Civil Rights Act of 1964 by continuing to distribute federal funds to the 16 states whose governors were notified of the over $12 billion disparity in funding between land-grant Historically Black Colleges and Universities (HBCUs) and their non-HBCU land-grant peers in their states.






 
North Carolina Confederate / Trump  Leopard UNC Board of Governors/ UNC System  complicit with Greensboro Business organizations and UNC Greensboro has not changed their spots. In 1970, the United States Department of Health, Education, and Welfare notified the University of North Carolina System that it was violating Title VI of the Civil Rights Act of 1964 by maintaining a racially dual system of public higher education.*
 
"I think for the next 50 years, A&T and the engineering programs and science programs are going to be an integral part and a driving force in the economic development of the community,'' said Greensboro attorney Jim Phillips Jr., a member of the UNC Board of Governors." [3]
 
Greensboro City's Greensboro Connections 2025 Comprehensive Plan was adopted May 2003.  A key principle of the Comprehensive Plan is to promote economic development in historically under-served parts of the City such as East Greensboro. Properties in these areas should receive priority consideration as the City designates and promotes land for economic development. The NCA&TSU Farm site is one such candidate.  7D.3 Promote economic development through public/private partnerships to include government, economic development agencies, educational and health care institutions, and businesses. Build on existing partnerships and initiatives in this effort. Examples include:
 

University-related research and development opportunities with UNCG and NCA&TSU (building on the example of the Nussbaum Center incubator facility)[ One of their primary tasks will be keeping tabs on research at the two universities, in areas such as engineering and sciences, that might have commercial uses. They will look for existing companies that could benefit from that research and explore the potential of using it to create start-up businesses.]

Work with NCA&TSU to establish a research park on the A&T farm property, [NCA&T Farmland was  located in Guilford County not Greensboro City

"A Promise for the Future By some accounts, nanotechnology is destined to replace much of today's technology. Gateway University Research Park expects to be at the forefront of these new technologies with the creation of a new institution the Joint School for Nanoscience and Nanoengineering (JSNN)"  [15] The intent of the (JSNN) school is to become a world-class educational and technical institution. [34] “The Joint School for Nanoscience and Nanoengineering….. built on the major nanotechnology research activity been established...at NCA&T” [13].  "JSNN to offer (a) joint interdisciplinary Ph.D. degree and (a) joint professional science master's degree. “It [JSNN] will be one of the most stimulating opportunities in the history of the area and will serve as a national model for collaboration between two institutions, one a historical black institution and the other a historical white female institution.”  [5]

Nanoscience and Nanoengineering, at de facto NC A&T / UNCG Joint Millennial Campus, UNCG affiliate, Gateway University  Research Park, Inc.; to offer (a) joint interdisciplinary Ph.D. degree and (a) joint professional science master's degree.
 
Nanotechnology : Nanoscience and Nanoengineering should have been NC A&T Signature programs
 
HB 1264 (6),  says with regard to the University System, there shall be special emphasis on the development of signature programs for Historically Black Colleges and Universities and the University of North Carolina at Pembroke.

Historical Black Land Grant NC A&T was listed as University focus on Nanotechnology May 2005.
Cross town Historical White UNC Greensboro was not listed as a University focused on Nanotechnology and Gateway University Research Park, Inc. did not exist.
Nanotechnology is experimental.
NC A&T was 4th in Nanotechnology Research at North Carolina Universities
with $11 Million Dollars between 2000-2005 and UNC Greensboro was 11th out of 12 with $44,999. In 2003 A&T, NATO Sponsor Material Symposium in Ukraine.
The National Center for Educational Statistics (NCES) responsible for collecting and presenting statistical data and information for the nation; classifies Nanoscience and Nanoengineering as Nanotechnology CIP 15.1601: Engineering technologies and Engineering related fields.
For Liberal Arts UNC Greensboro with doctorial programs in music and nursing to offer Nanoscience degrees  requires access to NC A&T academic programs and research:  “Although the degree is in Nanoscience (does not include Nanoengineering)



students will be given the opportunity to take relevant courses at the School of Engineering at North Carolina A&T University and must be able to work on collaborative projects with faculty in the School of Engineering.

“Activities/Resources: Leverage faculty collaboration at JSNN to enhance research partnerships between UNCG and NC A&T researchers.  Expected Result, UNCG opportunities in grants previously unavailable due to limitations in areas of certain research expertise. “

UNC Policy for Interdisciplinary Degree 


An Interdisciplinary Degree program involves two or more academic units, either on the same or different campuses  in a formal agreement to offer a program of study drawing on two or more disciplines that will result in a student being awarded an interdisciplinary degree. If more than one campus is involved in offering the program it would also be a joint degrees.
 
Notwithstanding May 2007 UNC Board of Governors established alleged Joint School of Nanoscience and Nanoengineering, at bogus NC A&T / UNCG Joint Millennial Campus, UNCG affiliate, Gateway University Research Park, Inc. to offer (a) joint interdisciplinary Ph.D. degree and (a) joint professional science master's degree.

March 06, 2006 the General Services Administration "GSA" posted notice U.S. Government Intends to Lease Space on the NC A&T Millennial Campus in Greensboro, North Carolina (Solicitation Number: TNCOO75). Response date March 10, 2006.
Location: A negotiated action under Solicitation 5NC0075 will result in a non-competitive award to locate the USDA Natural Resources Conversation Service's East National Technical Center and East Remote Sensing Laboratory on the North Carolina A&T State University Millennium Campus.

In addition to degree programs in nanoscience and nanoengineering, JSNN will engage in research and outreach, as well as the expected roles of a land-grant institution, such as teaching agriculture and engineering, and providing cooperative extension services.  The JSNN facilities will be located on land that was formerly part of the NC A&T farm.

Board of  Governors' document  institutions with millennial campus designations and the UNC System, does not indicate a NCA&T/UNCG joint Millennial Campus.

UNCG will act as the financial manger for JSNN beginning in fiscal year "09-10", using a budged account code established for the JSNN.  JSNN will follow all UNCG budget and fisal management policies and procedures
 
All references to "JSNN faculty, Nanoengineering faculty and Nanoscience faculty in this document refer to faculty members hired by JSNN to carry out their primary research and academic duties in JSNN. 
 
When all of the occupations which will be affected by nanotechnology will require a BS in engineering with a broad, interdisciplinary and multi-disciplinary approach; will require an understanding not only of electrical, mechanical and civil engineering, but biology, physics and chemistry as well.
