Enacted during the Civil War, The Morrill Act of 1862, named after US Senator Justin Morrill, provided federal land grants to states to sell for the establishment of public universities , ”to promote agricultural and mechanical education, as well as military tactics. After the Civil war, Morrill Act of 1890, provided for establishment of land-grant colleges for Blacks in states who refused admission to Black students in their public colleges. The Back story for creation of Land Grant Colleges was prior to the1900's industrial revolution, the economic driver of the country was agriculture which lacked scientific methods hindering productivity of farms.  N.C. A&T, was established by the Legislature in Raleigh in 1891 as an annex on the campus of Shaw University. A&T moved to Greensboro in 1892. Today the University Farm consist of 492 acres, is N.C. A&T largest classroom and lab in nine unit dairy, poultry, Equine, Sheep/goat, Beef cattle, Swine, Field crops, High Tunnel crops, and 25 ongoing research projects. Video Report   NCA&T CES Poster

industry, are all hands on deck conducting workshops, tours, farming demonstrations and more in support of small scale farming in conjunction with the university mission as a Land-Grant Institution. Addressed to Governor Roy Cooper, North Carolina A & T State University, the 1890 land-grant institution in your state, while producing extraordinary graduates that contribute greatly to the state’s economy and the fabric of our nation, has not been able to advance in ways that are on par with North Carolina State University at Raleigh, the original Morrill Act of 1862 land-grant institution in your state, in  large part due to unbalanced funding. Unquotable funding of the 1890 institution in your state has caused a severe financial gap, in the last 30 years alone, an additional $2,079,934,848 would have been available for the university.  Link
 
 

Strategic Priorities

Request a new Agricultural Research, Extension and Education Building to replace Carver Hall built in the 1950"s. $126 million; Ask in FY 2026 for $10 million for planning funds.

The building will serve all three mission areas and will allow the co-location of most
college faculty, thereby promoting interdisciplinary collaboration and resource
sharing:
  • Six core labs & 17 Teaching labs
  • Research labs
  • Teaching rooms and meeting spaces (Extension)
  • Faculty and staff offices
  • High-performance computing center
Small farmers lack resources (equipment/technology/expert  knowledge) necessary to quickly diagnose and resolve issues affecting  their soil, water, crops, livestock, etc. AI assisted farming with HPC capabilities permit actions to be taken precisely at the optimal timing and at  the optimal intensity to generate a desired outcome. Thus, enabling farmers to  have access to data in real time to address issues.

Letter stated, 1862 land-grant universities were founded through the First Morrill Act of 1862 which provided states with federal land that could be sold to support the colleges.  Under the Second Morrill Act of 1890, states choosing to open a second land-grant university to serve Black students were required to provide an equitable distribution of state funds between their 1862 and 1890 land-grant institutions.  Emphasis added

The campus-specific requests below reflect vetted investments to increase natural disaster resiliency, improve student completion, and promote research and high demand program growth.  1862 land-grant, NC State University received $9.8 Million for Engineering Expansion.  UNC 2025-27 Operating Budget Priorities did not prove $9.8 Million for Engineering Expansion at 1890 land-grant NC A&T.

Appalachian State B.S. in Veterinary Technology is a Substantive Change, per SACSCOC Substantive Change Policy 2020, due to the fact that over 50%  of this program includes new content, and it will be delivered with over  50 % distance education  modality.

EAST GREENSBORO, N.C. (Aug. 2 , 2021) – Twenty-two North Carolina community gardens will receive stipends of up to $1,000 to enhance their gardens or make COVID-19-related purchases through a new program led by Cooperative Extension at N.C. A&T and funded by the NC Blue Cross Blue Shield Foundation. Link

 
Described as the largest classroom on campus NC A&T has a 492 acre Farm. During 1972 -1974 NC A&T sort a Veterinary School. UNC Board of Governors establish  Veterinary School at NC State and now a B.S. in Veterinary Technology at Appalachian State.  link
