Union Square Campus will engage students
at every level: 2-year Associates
Degree, RN to BSN and accelerated
BSN programs, Doctor of Nursing

The initial key stakeholder/tenants:
UNCG, NCA&T, GTCC, and Cone Health.
The space would house
expansion of the
university nursing programs, community
college nursing programs, and training
facilities for Cone Health.
The approximately 105,000 square foot
building is estimated to cost between
$37- 40 million including land,

a cornerstone of the broader Union
Square at South Elm project and serve as
a stimulus for surrounding mixed use

refurbished Noble Hall. Adjacent

2013to house NC A&T Simulation

NCA&T average Nursing enrollment
2009-2013 was 119students. The NCA&T
(Tenant) projected 105 enrollment at
Union Square constitute 88% of the
average enrollment and 25,000 sq.
ft. lease constitute a 50% expansion
for Nursing facilities, at a time
when the BOG was considering
terminating the largest component of
NCA&T’s BSN program - traditional
nursing program. NCA&T will offer
classes in this location for
students in both its Accelerated
Second Degree (ABSN - a program
whereby individuals who
 already
possess a bachelor's degree take an
accelerated program to earn a degree
in nursing) and RN-BSN (BSNC- those
students who have already passed the
nursing exam, but have not earned
their bachelor's degree) programs.
The Tuition in State for the ABSN
and RN-BSN is $5420(1 year) and
RN-BSN is$3534 per year, neither
program Tuition will cover the
approximate $6000 per enrollee lease
payment to Union Square. Note :

Also, April 10, 2014, UNC Board of Governors'
Committee on Education Planning, Policies, and Programs received the 2014 annual
Nursing (NCLEX-RN) report for academic year 2013.
Board Policy has requirement that the President will ask
the Board to initiate program termination procedures for any
program having first-time passing rate of less that 75% for
two consecutive years. Report said NC A&T did not achieve
the BoG minimum pass rate of 85% for two consecutive years.
Two campuses were below the BoG standards for one year (NCCU
& Appalachian State) and UNC-GA notified them of the need to
improve exam results in 2014. Chancellor Harold
Martin's NC A&T did not achieve the BoG minimum pass
rate of 85% for four consecutive years. UNC-GA expects
continued improvement in the program based on the updated
(NC

A&T)
corrective action plan and will continue to closely monitor
the school's progress. UNC President Thomas Ross
non-complaint with Board Policy did not request the
Board initial procedures for NC A&T Nursing program
termination. Notwithstanding President Ross had not
requested the Board initiate termination procedures the
Board on its own Motion move that new admissions to the
nursing program be suspended for all students admitted after

annual review of the National
Council Licensure Examination for
Registered Nurses (NCLEX-RN)
first-time writers’ pass rates for
graduates of the nursing programs
across the University system.
Subsequent to that review and in
keeping with UNC Board of Governors
policy 400.1.7, the Board
suspended new admissions to the BSN
program at North Carolina
Agricultural & Technical State
University (NCA&T) after 2014 and
called for a full review of the
program, emphasis added.

Specifically, the motion approved
by the Board was as follows:

“The 2013 Nursing Report is for
informational purposes only and does
not require a motion to accept.
However, in 2012 North Carolina A&T
State University received a waiver
from the Board of Governors’ policy
which would have required the

Campus, Inc. (Landlord) and
North Carolina State University
(Tenant) and UNC Greensboro
(Tenant) Real Property Leases
were not approved by the State
Property Office ((NCGS.§ 116-3), nor
pursuant UNC President delegated
authority (NCGS. §116-31.12, and
§600.1.3.1 and 600.1.3.1[R],
therefore unauthorized. In
consistent with UNC Board of
Governor approved motion to examine
costs of the nursing program at NC
A&T State University as enrollment
and staff numbers change in the
School of Nursing, encouraging NC
A&T school of Nursing to consider
cost-per-student savings
opportunities through enrollment
increases, lower-cost teaching
resources, and other strategies. NC
A&T Chancellor Dr. Harold Martin
claiming being duly authorized to do
so,...acknowledge the execution of
the foregoing instrument (lease) on
behalf of the corporation. Martin
unlawfully executed lease with Union
Square Campus, Inc., at a cost of
approximate $6000 per student, for
up to $587,000 for 10 years.
Bogus UNC Greensboro (Tenant)
alleged UNCG Chancellor Linda Brady
signed Union Square Campus,
Inc. Lease called for spending up to
$775,000 for ten years.
